This figure is probably a Bostancı Haseki as in plate 5.

23. A group working in the palace was called haseki. Among them were those who guarded the sultan when he went somewhere. In addition, there were tebdil hasekis who participated in the sultan's disguise trips and wandered around Istanbul by changing clothes when necessary.
From time to time, the Hasekis were secretly assigned and sent to the governors. They followed the death orders given by the Sultan.
